![]() Microchip hardware programmers are a little smarter than mikroElektronika programmers in that they provide a sixth programming pin connected to PGM pin on PIC. To prove the point, try providing a pull- UP on RB4 and enabling LVP, You will only be able to program the PIC once, and even then, only if LVP was disabled before programming. It is fitting of the LCD module that makes RB4 pull-down necessary on a blank PIC16F628A or where LVP is enabled. The OP has an 2x16 LCD module fitted to his board.
